Sindh's salary crisis, not technology but incompetence


The Sindh government's introduction of the State Bank's Micro Payment Gateway (MPG) system for paying salaries is an important step towards innovation and transparency, but due to administrative incompetence and lack of preparation, this step has turned into a crisis. Some employees received their salaries on August 25 and 26 through NBP, ABL, UBL and other bank accounts, but a large number of employees are still deprived of their salaries.

The main reason for this situation is the lack of proper training for the staff, the absence of a helpline or complaint center, and the lack of clear communication and instructions. 


Only the AG SINDH said that we are in the process, and the matter will be resolved by September. Is such certainty limited to the matter of transactions? The salary of the employees cannot be brought into the trial phase. Such statements show a lack of preparation and experience. Due to such incompetence, thousands of government employees are facing financial difficulties, in which the payment of rent, bills and school fees has become the biggest problem. The micropayment is built on the State Bank's RAAST system, which means that the payment of money will be according to the API i.e. the interface of the program. The transaction of money will be according to the API which will be used for bank transactions in SAP. 


The world's famous payment gateways like PayPal or Stripe provide a complete program i.e. API for transactions. Before any real transaction of money i.e. real time transaction, a sandbox environment i.e. a complete experimental environment is also provided by these payment gateways where the concerned staff or individual gets complete training and then implements such a system in their organization. 


In Sindh, perhaps the training was not given from above that the salaries of the employees went into the trial phase, while in Punjab the same system is running successfully without any hindrance, which clearly shows. The problem is not technology but the weak system of Sindh, in which the accounts office and related systems of the SBP are incompetent and inefficient. It is necessary that the Sindh government provide full training to the employees working on such systems, issue clear and uniform guidelines for all banks, and establish an effective center for resolving complaints, because in the world of technology, complications or confusions will always arise.
